Goal

The user created a custom docker image and ran helm upgrade after updating new docker images in the helm chart.

After that, the user could see scaledownnm job is erroring out with ErrImagePull, as is the same case with scaleupnm job.
However, admin-server-app and node-mgr-app are running with the same image /brmdev/oc-cn-ocomc:12.0.0.5.4-35145216-PS5-8
