ACTUAL BEHAVIOR

Receiving 2nd leg transfer with Packs raising errors as "This item/location relationship does not exist.".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a 2 leg transfer involving external finisher with Pack items associated.
2. Ship and Receive the 1st leg transfer
3. Ship and Receive the 2nd leg transfer.
4. Notice that the receiving fails with "This item/location relationship does not exist.".
