ECE Throws NullPointerException At ReverseRateActivityImpl (Doc ID 2980725.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.4.0 version, Charging server launcher

ECE throws NullPointerException at ReverseRateActivityImpl

Below NullPointerException exception is observed in ecs log during a 10 Hour Soak testing for ecs pods for a longer time.

The issue can be reproduced at will with the following steps:

1. On ECE 12 PS4 IP12 Version, do soak testing for ecs pods for longer time (example 10 Hours)
2. Verify the ecs.log and check if it throws the "java.lang.NullPointerException" during ReverseRateActivityImpl.process for the requests coming via httpgateway
