Symptoms

Unable to deploy OPM rulebases into Hub with Error "Cannot create new snapshot"

The issue can be reproduced at will with the following steps:
1. From Oracle Policy Model
2. Try to deploy a OPM rulebase to OPA Hub

Note: Same environment was working before and no changes were done.
