The Locally Hosted Help URL Has Been Ignored By Unifier (Doc ID 2980958.1)

The local hosted Unifier Help URL is not working

The issue can be replicated at will with following steps

Deploy help.war to tomcat with context path /help
Able to browser the help with http://localhost:8080/help/... (such as user/en, admin/en and so on)
Update Unifier Help URL value as http://localhost:8080 inside Unifier configurator
Save the change and redeploy Unifier
Start Unifier
When clicking Help menu inside Unifier, it redirects to oracle.com online help document not the local help what ever option selected
The local help URL seems been ignored.
