When Transfer Service Getting Failed During ECE Publish The Transaction Is Not Rolled Back In In ECE (Doc ID 2981005.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.4.6 environment having fix for bug 34863654 (not published externally) installed, there is one scenario when transfer/move service order failed, and new balance group not rolled back in ECE but successfully rolled back in Billing and Revenue Management (BRM).

For this scenario, ERROR while publishing to ECE is : "oracle.communication.brm.charging.product.ProductException: ProductMessageBundle-16005: No PurchasedChargeOffering found for the id 42606253275"

This is happening in production environment and cannot be replicated in lower environment.
