Unexpected Behavior From ECS/DGW - ECS SUCCESS With Reason Codes - 2001 Instead Of 4012 From DGW (Doc ID 2981394.1)

Symptoms

After upgrading from Elastic Charging Engine (ECE) to 12.0.0.5.3,observed multiple cases of Elastic Charging Server (ECS) UPDATE responses concluding with status = SUCCESS , but accompanied by reasons=[CREDIT_CEILING_BREACH, FINAL_UNIT_INDICATOR, NO_RATED_QUANTITY]. At Diameter Gateway (DGW), for such reason codes would expect the result code 4012-DIAMETER_CREDIT_LIMIT_REACHED but got 2001- DIAMETER_SUCCESS instead.
It has been verified for accounts the problem pertains to, the rejection reasons are valid.This behavior of DGW reporting 2001 instead of 4012 causes hugely increased number of UPDATE requests from the network making the system run close to max capacity.
