ECE Does Not Create Rate Event For Zero Quantity (Doc ID 2981797.1)

Symptoms

On : 11.3.0.7.21 version, Rating business logic

The issue occurs on production environment. Some event with zero quantity are processed but not rated by ECE, which lead to empty balance output that causes errors in RatedEventFormatter like below. The ECE parameter rateZeroQuantity is set to true.

The issue can be reproduced at will with the following steps:
1. Set rateZeroQuantity is set to true in charging-settings.xml and restart the ECE.
2. Pass the usage with zero quantity.
