RTV Screen Not Working As Expected

On : 16.0.3 version, Inventory Movement
ACTUAL BEHAVIOR

RTV screen does not search for RTV created from external system..
EXPECTED BEHAVIOR
-----------------------
RTV screen should search for data irrespective of timestamp, as it does for the RTV that is created in RMS.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an RTV from 3rd party such as SIOCS(has ext_ref_no populated).
2. It gets created with timestamp for the created date.(select TO_CHAR(CREATED_DATE,'DD-MM-YYHH24:MI:SS') from rtv_head).
3. Try to search in Manage RTV screen after giving create date as date of creation for the RTV and it is not fetching results.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get the RTV details created on that day.
