Symptoms

 On OFSAAI 8.1,  Command Line Migration Utility is failing with errors:

ERROR
 [ExportImportMetadata] : Error in Export/Import Metadata Invalid header in Input CSV

The issue can be reproduced at will with the following steps:
1. Run command line migration
