Get Decision WebService Displays Message "No Pricing Record Found" (Doc ID 2988195.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Get Decision Web Service functionality - Validates whether decision details available, if no then invokes Select Pricing and creates Decision record.

Issue - When Get Decision Web Service is sent, system not able to load the pricing . Failing with  error " No Pricing match found" .  However when the same application in UI,  "Select Pricing" button fetches pricing record as expected.

EXPECTED BEHAVIOR

Whichever channel Application Decision should have the same process and functionality for the applications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a pricing setup where Pricing selection criteria has field "Existing Customer - NO" value.
2. Create application with new applicant hence Existing customer flag - N and ensure it satisfies above Pricing setup.
3. Invoke "Get Decision WS" call for above application and observe incorrect error message displayed "No Pricing record found".
