ACTUAL BEHAVIOR
---------------
clone() function not works as expected after upgrade to 7.5.1

cloned SCV does not copy the latest completed service configuration version.
Instead it creates an empty service with not configuration items assigned.

EXPECTED BEHAVIOR
-----------------------
clone() function should copy the latest completed service configuration version.
