Symptoms

During a fresh installation of Argus 8.4.1 or an upgrade to Argus 8.4.1 (using either DBInstaller application or DBInstaller.bat file), the below error is encountered:

SQL*Loader-704: Internal error: ulconnect: OCIServerAttach [0]
ORA-12154: TNS:could not resolve the connect identifier specified

[2023-10-26 05:02:24] INFO [liquibase.lockservice] Successfully released change log lock
Unexpected error running Liquibase: Migration failed for changeset changelogs/bridge/prerequisite_checks.xml::7::safety-upgrade:
     Reason: liquibase.exception.UnexpectedLiquibaseException: Error executing command: verify_sqlldr.bat
