Symptoms

No Matches found in EDQ for the request which has matches
Steps to reproduce: Post a request to CS API 

Actual Behavior: Getting no matches from EDQ message

Expected Behavior: Need to get list of matches as result

Error encountered: 

Trying to Authenticate user for rest service.
