PDC UI Changeset Size Limitation

Symptoms
On : 12.0.0.8.0 version, User Interface
PDC UI not allowing to fix failed changeset with more than 999 elements.
Failed changesets cannot be fixed in PDC UI due to changeset size limitation.

The issue can be reproduced at will with the following steps:
1. Load a pricing xml which is 200 MB in size via ImportExportPricing Utility.
2. See that it failed because of RRE side issue and created 36+ changeset failed.
3. Fix the issue on RRE side.
4. Login to PDC UI and try to Fix one by one change set. It gives the reported error.
