On : 6.3.0 version, IStream Publisher

When attempting to start the Publisher WorkerAgent Window Service,
the following message is reported in the logs:

ERROR

java.sql.SQLException: ORA-28040: No matching authentication protocol

[ERROR] (RDHelperClassicWithFastFetch.java:631) [main] InternalRequestID=[] JMSType=[], RequestID=[], ParentID=[] - Could not fetch value (/EDeliveryInstallations/Domain[HARTFORDDM]/Workers/Worker[WAD2DMSHD1006]/queueSetListeners)
java.sql.SQLException: ORA-28040: No matching authentication protocol

The issue can be reproduced at will with the following steps:
1. Install Publisher Server/Worker.
2. Attempt to start the Publisher WorkerAgent Window service.
