'SP2-0359: memory exhausted' and Blocking Sessions encountered during Post Secure File Migration Task (Doc ID 2989390.1)

On Oracle Life Sciences Data Hub (LSH) 3.1.0.6 version,

When attempting to perform the steps in LSH Installation Guide, section 5.11.3 "Post Secure File Migration Task",
The script cdrsecfilecutoff.sql is generating the following errors in its log file:

There were 250 invalid objects detected after this operation. When trying to compile the invalid objects there were 1500 blocking sessions detected.

STEPS

The issue can be reproduced with the following steps:
1. Complete the Secure File Migration step.
2. Run the post secure file migration task.
