Event & Webhook Is Getting Completed & Triggered Twice For Same Event Criteria For App Status Updated (Doc ID 2989706.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Event & Webhook is getting Completed & triggered twice for same event Criteria for app status update event.

Event App Update setup done for Event Criteria App status - New and App Sub status - Review_Required however when application is created via WS, then for same criteria event is invoked twice and both instances satisfied same criteria which triggered Web hook twice.

EXPECTED BEHAVIOR
-----------------------
Since Event criteria is available only for New-Review_Required (App status/App sub status) then only 1 event criteria should be satisfied and 1 action webhook should be triggered.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do event setup for Application status update as per the screenshot details shared in attachment.
2. Create application via Application WS and ensure application passed App entry/prescreening edits and in JSON response application is created in - New: Review Required status/sub status.
3. Observe even though event criteria had app status/sub status as New-Review required, then also event app update is triggered twice and at both triggers event criteria is met and Webhook action is invoked.
