OCBG - Off-Cycle Bill Generator

There is a default base validation algorithm C1-OCBG-VAL plugged in on the C1-OffCycleBillGenerator BO. This algorithm prevents the OCBG to be used for an SA with a special role of BD required. As a result, user gets an error when trying to generate a bill/perform cancel rebill using the OCBG for the metered or item-based service, which has a special role = BD required on the SA type.
OCBG will be rarely used. However, for educational purpose, is there a specific reason of why this algorithm is recommended to be plugged in by default? Is there any disadvantage if we disable the algorithm from the BO?
