ECE Get Balances Returning Wrong Active and Consumed Reservation Values

Symptoms
Actual Behavior

Elastic Charging Engine (ECE) balance query is returning wrong Active and Consumed reservation values. Active reservation is more than the current balance, ie before Active reservation. After Active reservation, the total bucket is divided by 2 and activeReservation, availableBalance is set to 50MB.
Expected Behavior
-----------------------
ECE balance query should return the correct Active & Consumed reservation values. The expected value for availableBalance should be 100MB.
Reproduction Steps
-----------------------
The issue can be reproduced at will with the following steps:
1. Create account.
2. Pass CCR-I with default quota reservation with 100MB.
3. Get the ECE balances and observed that 50 MB as Active and 50 MB as consumed reservation in ECE cache.
Expected: 100MB as active reservation.
