CCR-Release Is Failing  When Consumed Reservation Is 0.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create Customer with base plan having data usage
2. Initiate Credit-Control-Initiate-Request (CCR-I)
3. Purchase the Add-on
4. Send Credit Control Request-Update (CCR-U) with Used-Service-Units (USU) '1024' bytes
5. Send Credit-Control-Terminate-Request (CCR-T) with USU as '0' bytes
