Multiple billinfo and purchased updates product during billing (Doc ID 2990576.1)

Symptoms

There are large number of billinfo updates per day where there is no delayed billing. So, every month the first update sets billing_state to zero even though the value is already set to zero. 

Test case:

Set up full debug logging (CMAP_DEBUG and DM_DEBUG/DM_DEBUG2/DM_DEBUG3 all at 0xffffffff plus CM loglevel 3)

The issue can be reproduced at will with the following steps:
1. Load the plan >  loadpricelist -v -f -c basicISP.xml
2. Create account with annual subscription.
3. Move virtual time forward 1 month and run PCM_OP_BILL_MAKE_BILL.
4. Advance another month and execute PCM_OP_BILL_MAKE_BILL again.
5. Cancel the purchased product.
6. Repeat advancing a month and executing PCM_OP_BILL_MAKE_BILL a couple more times.
