How can we decrypt the "Value" column from table DIS_PARM_GROUP_CHAR?

The DIS_PARM_GROUP_CHAR table holds the SNMPV3 parameters which are encrypted when viewed in the Network Integrity UI.

They are often needed for management purposes and need to be exposed.
