Symptoms

During the upgrade to 8.4.1 there can be slow performance on step ../bridge/841/factorydata/bulk.xml::30::safety-upgrade, which is a merge into CASE_NOTES_ATTACH

This can then also run into the below warning:

ORA-30926: unable to get a stable set of rows in the source tables

The failure point appears to be in the upgrade file ../bridge/841/factorydata/bulk.xml::30 which is the statement below
