Control Plan Compile Failed in Environment Running Multiple Instances of acsCompilerDaemon (Doc ID 2991828.1)

Symptoms

On Oracle Communications - Convergent Charging Controller (OC-CCC/OC-3C) 12.0.4 environment with High Availability configured for Service Management Server (SMS) nodes (4 SMS nodes; two are active, two are standby), and having acsCompilerDaemon running on all 4 SMS nodes, when trying to compile a control plan which includes several sub-control plans, compilation fails and below error is logged by acsCompilerDaemon:

It was observed that if stopping acsCompilerDaemon on three of the SMS nodes, so leaving only one instance of acsCompilerDaemon running, the above control plans are compiled successfully
