Symptoms

On : 12.0.0.4.0 version,

Customer observed multiple Threshold Breach Notifications (TBN) triggered from Elastic Charging Engine (ECE) for the same fixed/percentage threshold breach like 80% for each Credit Control Request-Update (CCR-U) again and again during multi-sim case i.e when there are parallel active sessions for primary/secondary msisdn then this behavior is observed.

Steps to reproduce
---------------------
The issue can be reproduced at will with the following steps:

1. account created with PVP+FGU+RCC
2. Started session with primary first and used 10MB
3. started session with secondary and used 225MB
4. used 5MB again with primary in update 6 and here daily price SNR generated and 80% TBN generated for both numbers--expected(OK)
5. now passed another 5MB in update 7 from primary and again 80% TBN generated for both--Not OK
6. now passed another 5MB from primary and again 80% TBN generated for both--Not OK
7. now passed 5MB from secondary and here also 80% generated for both--Not OK
8. now passed 20MB from primary and got 80% TBN for both--Not OK
9. passed 10MB from secondary and got 80% TBN for both--Not OK
10. now passed 5MB in update 10 again from primary and got 80% TBN for both--Not OK
11. now passed 5MB in update 11 again from primary and got 80% TBN for both and also SNR for RZ4PC for both but still 5MB left which is reserved from secondary----Not OK
12. now released 5MB in update 6 from secondary and here i got 100% TBN - Ok
