Custom Notifications Getting Dropped In ECE (Doc ID 2993161.1)

Symptoms


The issue can be reproduced at will with the following steps:

1. Create account.
2. Pass the usage CCR-U (Credit Control Update Request) and custom notification is generated to update the PLMN (Public Land Mobile Network) data and Threshold breach notification.
3. Observed that only 1 notification is being generated from ECE and 1 custom notification is being dropped.

ACTUAL BEHAVIOR
---------------
Custom notifications getting dropped in ECE.

EXPECTED BEHAVIOR
-----------------------
Both notification should be generated.
