Discrepancy in tran_code 20A value and actualization adjusted values

We are working on actualization part to post adjusted values for which ALC is received. while doing some POC's we have observed that there is minor difference between the Tran_code 20A value and the calculated adjusted value.

When an actuals are entered through Obligation, After finalizing the ALC tran code 20 A is not including exact value which is getting posted through Obligation


EXPECTED BEHAVIOR

When an actuals are entered through Obligation, After finalizing the ALC tran code 20 A should be results our total Obligation amount

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Item
2. Create an PO with the above created item and add the ELC expenses
3. Receive the PO
4. Create Actual amount through obligation and finalize the ALC and update WAC

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are not seeing the tran code 20 A with total obligation amount.
