The pin_rerate does not generate the new rated event (Doc ID 2994658.1)

When pin_rerate is executed, it generates the adjustment event to adjust the value of the event, but it doesn't create a new event.

Test case.

1. pin_rerate -r -poid_no rerate_Event.txt -t 09/01/2025

2. pin_rerate -process jobs

3. pin_rerate -process queue

4. pin_rerate -rerate
