On the Agile PLM Instance Where Multiple File Managers Are Running, Browser Does Not Respond for Several Minutes When the User Attempts to Download the File Uploaded By the User in Another Location

Symptoms
On the Agile Product Lifecycle Management (PLM) instance where two File Managers (FM1, FM2) are running, when the user who has preferred File Manager set to FM1 attempt to download the file where the physical file exists in FM2,
the browser does not respond and show nothing for several minutes, and the file gets downloaded to user's local disk only after that.
This makes very difficult for the user to know whether the file is being downloaded or not, and user will try to click "Get" for the same file multiple times.
The issue can be reproduced at will with the following steps:
1. Login to Web Client, and open My Settings > Preferences, Edit and set Preferred File Manager to FM1 and Save. Go to My Settings > Attachment tab, and upload a file.
2. Go to My Settings > Preferences, Edit and change Preferred File Manager to FM2, and Save. Go to Attachment tab, and select the file added in step 2, and click Get to download the file.
3. Browser shows nothing, and there is no response.
4. After several minutes past, the file starts downloading to the user's download folder, and the file gets downloaded to the user's local disk.
