User Can Save As Project from Gantt Chart Even Without Having Save As Privilege (Doc ID 2996464.1)

Symptoms

On Agile Product Portfolio Management (PPM), a user without the Save As privilege for Project cannot perform "Save As" from Web Client as the Action menu for Save As is grayed out. This is as expected.
However, when the same user launch the Gantt Chart to open the Project, the user can save the opened project as a new one. This is not expected.
 
The issue can be reproduced at will with the following steps:

1. Log into Java Client as admin user, go to Admin tab > User Settings > Users, and search and open user1. Grant user1 a role with the below privileges, but do not grant Save As privilege for Project:
   - Read Project
   - Discover Project
   - Modify Project
2. Log into Web Client as user1, and open a project.
3. Go to the Actions Menu, and make sure Save As is grayed out and the user cannot save as project from Web Client.
4. Click Details.
5. Click Gantt Chart, and Full Lock.
6. Gantt Chart launches.
7. Launch the Gantt Chart against this project.
8. From the Gantt Chart, Do File > Save As.
9. Give Name and OK.
10. From Web Client, search for Project Name given in step 9. See the Project is found.
    Result: User can Save As project as a new one from Gantt Chart.
