Deletion of Accounts Using PCM_OP_CUST_DELETE_ACCT is Failing in ECE

Symptoms
On: 12.0.0.4.15 version, cloud native deployment, production environment:
Issue was that when a custom Muti-threaded application (MTA) application (calling PCM_OP_CUST_DELETE_ACCT) was invoked to delete accounts in bulk, the operation was failing in Elastic Charging Engine (ECE).
It was also observed that the transactions per second (TPS) on the Diameter Gateway drops to zero and no requests were reaching ECE causing disruption in the online traffic.
