Copybook Overrides Not Working in Attached Business Rules (ABR) While in Production Mode (Doc ID 2999444.1)

On : 11.3.0.30 version, Client Activity

ACTUAL BEHAVIOR

CopyBook Overrides are not working in (ABRs) when OIPA runs in Production Mode.
While the CopyBook Overrides functions correctly in Development Mode.
Transactions' ABRs (e.g. AddRoles) can contain CopyBooks.
In ABRs, if CopyBooks contains Overrides at different Product levels, OIPA is not able to resolve and use the correct CopyBook Override.
This is only happening in Production cache mode, i.e. application.mode=PRODUCTION in PAS.properties.


EXPECTED BEHAVIOR
-----------------------
Attached Business Rules should able to resolve Copybooks based on correct Product Override for a given Policy Activity.
