Patch Upgrade from BRM 12 PS3 To 12 PS8, Failed With Table : Journal_t Is Not Linked To Object:/journalerror (Doc ID 3000240.1)

Goal

When trying to upgrade from Billing and Revenue Management (BRM) 12 Patch Set (PS) 3 to BRM 12 PS 8 the following error occurs:

Upgrade BRM 12.0.0.8.0 is now executing upgrade_12_functions()
Execute SQL statement from file /opt/rms/opt/brm/brm/12.0/BRM/sys/dd/data/pre_modular_oracle.sql

Re-reading the pin.conf file "./pin.conf" since it has changed. Previous file mod time was 1615190055, now it is 1706172912
