Input Of PCM_OP_RATE_DISCOUNT_EVENT Opcode Is Incorrect(/balance_group.CURRENT_BAL Are Sent As 0) (Doc ID 3000394.1)

Input flist of PCM_OP_RATE_DISCOUNT_EVENT is having CURRENT_BAL as 0 in the BAL_INFO Array. So the input to the realtime pipeline is incorrect. Due to which discount is not calculated correctly.

Business Scenario:
========
1.Increment Bill cycle counter with the Billing time discount.
2.Calculated Rebate using billing time Discount during billing based on the Number of service accounts.(Only on the Billing cycle counter=36- and used trigger to validate this ).
 This is the discount formula - ( ( 360 - Balance[NLT CODMOE Service Counter Tracker] ) * 300 ) * 48
So if the balances are sent as 0, Our calculation in point 2 will be incorrect.
