Applying Advanced Supply Chain Planning Patch Fails with ORA-00439 Error In ADWORKER Log (Doc ID 3000575.1)

Symptoms

While applying any Advanced Supply Chain Planning patch the following error is seen in the adworkerxxx.log log file:

AD Worker version: 12.2.0
...
...
Exception occurred ORA-00439: feature not enabled: Partitioning
java.sql.SQLException: ORA-00439: feature not enabled: Partitioning

The issue can be reproduced at will with the following steps:
1. Apply any Advanced Supply Chain Planning patch.
