Getting "Scheduling Failed. The Requested Item Or One Of Its Components Is Not Collected" Error While Booking Orders

Symptoms
When attempting to book a sales order, scheduling fails. The following error message is seen:
"Scheduling Failed. The Requested Item Or One Of Its Components Is Not Collected"
Nav: Order Management Responsibility -> Orders, Returns -> Sales Orders -> Enter the details and Book order.
At the same time, when attempting to perform ATP Inquiry, the following error occurs as soon as navigated to ATP Inquiry screen:
"dblink setup is wrong"
Nav: Order Management Responsibility -> Scheduling -> ATP Inquiry
