DMW Slowness Post Gathering Statistics and Database Restart (Doc ID 3000982.1)

Goal

The users are reporting slowness with DMW application in different layers, and even other queries that run against DMW Database, post Database restart where statistics were gathered. Some of the SQL plans were impacted.

The administrator also see a 10% increase in CPU utilization after the database maintenance.
