SNR Not Generated for OutAllowance (Doc ID 3001235.1)

Symptoms

Test the below scenario where the data allowance breaches causing the policy change to OutAllowance. However there is no  SNR generates for the same.

Scenario:
-----------
Create account with base, roaming and RCC bundle
Breach the base allowance(10Mb) which triggers OutAllowance SNR and TBN
Purchase topup in ongoing session which triggers InAllowance SNR
Breach the topup allowance(30Mb) and policy changes to OutAllowance(-1)

Expected Behavior:
---------------------
OutAllowance SNR to be generated post topup breach

Actual Behavior:
------------------
OutAllowance SNR does not trigger post topup breach

Abbreviations used:
TBN=Threshold Breach Notification
SNR = Status-Notification-Request
