ECE Customer Data Not Loading From Persistence In Multi-schema (Doc ID 3001536.1)

Symptoms

On : 12.0.0.8.0 version, Customer data management

ACTUAL BEHAVIOR
---------------
User have tried to load ECE Customer Data from Persistence making the change "customerLoadFromPersistence=true"in "charging-settings.xml" file. But its no loading data from Persistence Database.

EXPECTED BEHAVIOR
-----------------------
Since "customerLoadFromPersistence=true"in "charging-settings.xml" file, it as to load the customer from persistence database.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Start "customerLoadFromPersistence=false"in "charging-settings.xml" file and start the ECE
start ecs1
start configLoader
start pricingUpdater
Publish from PDC to ECE
start other ecs nodes
start customerUpdater1(Once Completed all customers load for 1st schema)
start customerUpdater2(Once Completed all customers load for 2nd Schema)
start customerUpdater3(Once Completed all customers load for 3rd schema)
start customerUpdater4(Once Completed all customers load for 4th schema)
ECE Cache state is changed to "UsageProcessing"


2. After this Stop ECE
3. Set "customerLoadFromPersistence=true"in "charging-settings.xml" file and start the ECE again.

 start ecs1
start configLoader
start pricingUpdater
Publish from PDC to ECE
start other ecs nodes
start customerUpdater1
Here when we started the customerUpdater1 customer not loaded to ECE cache from Persistence DB, its 0 customer. Same happened for Customerupdater2, Customerupdater3 and Customerupdater4.
