Goal

Avoiding late CDRs from being charged on a cycle not billed yet

Consider the following test executions and dates.

Oct-1
Create an Account.

Nov-1
-Some CDRs from the CDR Files processed and consider that ECE executed and calculated the values.
-Execute the pin_cycle_fees
-Execute the pin_trial_bill_accts.

After Trial execution it starts a validation flow to garantee that the values charged are correct and the invoice is correctly formated.

Nov-3
Arrives a CDR file with a phone call from 29-oct 18:00 to 29-oct 18:10.

 
Actual Behavior:
----------------------
When ECE flow process this usage it adds to the bill from Oct-1 to Nov-1 cycle
The amount of the bill will be different from the values on the Trial Bill.

Expected Behavior
-------------------------
All CDRs processed after Day 1 not being added to the openned bill, but to the next bill ie. it should be added to Nov-1 to Dec-1 cycle.
Trial(pin_trial_bill_accts) and Final Bill(pin_bill_accts) always have same items and values.
