Customer Center : Cycle-Start-Relative Flag Grayed Out After BRM Upgrade (Doc ID 3001917.1)

Symptoms

One observes that the Cycle-Start-Relative flag is grayed out in product tab screen after upgrading from Billing and Revenue Management (BRM) Customer Center 7.5ps22 to 12ps8, 

Steps to reproduce
---------------------
- Upgrade Customer Center client application to 12ps8 
- Switch to "Plans" tab
- Try to Select "Relative" under Product customization->Cycle->Start

Now one can notice that the radio button corresponding to  "Relative" is grayed out.
