Goal
Storm Mode Aggregation issue when Head Ends are designated both directly on a device and also from the fallback Head-End system.
Patch 35698257 introduces the ability to define how many digits of the postal code should be compared in order to determine aggregation groups. This allows, for example, a zip code with only 5 digits and one with 10 digits to be aggregated together if their first 5 digits match.
However, if an implementation also assigns Head Ends both directly on a device and also from the fallback Head-End system, the dimension scanner doesn't recognize this as the same aggregation group and may create a duplicate during Dimension scanning (e.g. running batch D1-ADS).
