During Sy Session STA Is Not Sent By ECE After STR Is Received (Doc ID 3004220.1)

Symptoms

On : 12.0.0.4.0 version, Diameter Gateway

ACTUAL BEHAVIOR
---------------
During performance testing, observed that, in some cases, STA is not send by ECE after receiving a STR. This seems to happen when SLR is received from one node but STR is sent by a different  node.

EXPECTED BEHAVIOR
-----------------------
For an STR there should a corresponding STA.

The issue can be reproduced at will with the following steps:
1. During our performance testing
