Field Tool Tips Does Not Work on the Activity Popup Screen (Doc ID 3005072.1)

Actual Behavior
==============
Tool tips only work on Screens (ex. AddressScreen) or when you are directly on the Activity Screen. If you click on the “Add Activity” button
in the left hand column and the Add Activity screen pops up, add activity and try to hover over the same field and the tool tip will not appear.

Expected Behavior
==============
Tool tip appears on all appropriate screens.

Steps To Reproduce
==============
1. Configure a field to have a tool tip on an Activity.
2. Go to the activity screen and add this activity.
3. Hover over the field name and the tip will appear.
4. Click on the “Add Activity” button in the left hand column and the Add Activity screen pops up.
5. Add the same activity.
6. Hover over the same field and the tool tip will not appear.
