Planner Workbench - Field 'Implement Status' Is Not Using Value Setup in the User's Preferences

Symptoms
When the user releases a Planned Order to create a Work Order, the field Implement Status is not showing the value from the setup in Preferences
Note: The Work Order is created using the setup in Preferences, the issue is only with display field in the workbench.
1. Responsibility: Oracle Advanced Supply Chain Planning
2. Navigation: Workbench -> Preferences > Other > Work Order Status.
Set this value to 'Released' and Save.
2. Query a planned order for a make item and select the checkbox 'For Release'
3. Verify that the Implement Status is not defaulted from Preferences
