New Orders Not Routing To New Deployed Version Of Cartridges. Versioning For OSM Not Working. (Doc ID 3005769.1)

New orders not routing to new deployed Version of cartridges. Versioning for OSM not working.

We had implemented the Version change for COM as suggested in SR 3-35602082311 because if there are product or model changes in any cartridge, version has to be upgraded. The same changes were deployed in ST environment. On checking in webUI both 2.1.2.1.2 and 3.1.2.1.2 Solutions are deployed and 3.1.2.1.2 was selected as default.
 
Testing team did sanity on the ST env and the order failed to create with the following errorcode

 
Supplementary PS and Add ON Bundle PS were the new Product Spec that were added for the new drop, Version 3.1.2.1.2 has these new products whereas 2.1.2.1.2 does not. We expected that the new fresh orders will be routed to Version 3.1.2.1.2, but the orders were failing. The testing team removed the above two products from the request and the order was created.
 
On further analysis, we undeployed the 2.1.2.1.2 Solution cartridge and created an order with Supplementary PS and Add ON Bundle PS, order was creating fine. This is because there is only 3.1.2.1.2 Version cartridges deployed now.

The issue can be reproduced at will with the following steps:
1) Deploy Sprint8_without_versionoing.rar and test order Salam_Voice_PS_request
2) Deploy Sprint9_wiht_Versionoing.rar without undeploying sprint8 and test order Supplementary_and_Salam_Voice_PS_request
