Calls Do Not Immediately Roll Up in a FLSIR Loss of Voltage Event

Symptoms
On : 2.5.0.1.0 version, Web DMS
Calls do not immediately roll up with a PDO for FLSIR Loss of Voltage events. Only after the operator sets the predicted stable flag will call events be merged into PDO events.
Expected Calls downstream from LoV PDO should be grouping to it.
The issue can be reproduced at will with the following steps: 1. Create a FLISR LoV event 2. Submit calls downstream from the FLISR event Expected that the calls would group up 3. Set the FLISR event be predicted stable. Calls now merge.
