ACTUAL BEHAVIOR

Consider TA configuration file configured the "DomainName" parameter as below

<act:path>./DomainName_CI/Assignment[(@State='PENDING_ASSIGN')]/name</act:path>
</act:binding>
This TA should return the item in PENDING_ASSIGN associated to DomainName CI, however it returns resource in PENDING_UNASSIGN as well.
Consider the scenario below:
1. In SCV 2 resource (www.xxx.com) assigned to DomainName_CI in version 1 is unassigned (Now its in Pending_Unassign).
2. In the same SCV i.e. 2, a new resource (yyy.com) is assigned to the same CI & its state is Pending_Assign.
3. TA is expected to pick the resource yyy.com only based on the assignment condition i.e. Pending_Assign. But its picking xxx.com as well in addition to www.oracle.com.
