Bulk upload of FEE_CONSOLIDATION_MAINT erroring because TXN_VALIDATE_PTC_IND missing in view: itu_txn_temp_evw

System should be able to process and upload the transactions
STEPS

The issue can be reproduced at will with the following steps:
1. Create a bulk upload file for "FEE_CONSOLIDATION_MAINT"
2. Process the transaction upload
3. Verify the process is completed successfully

Due to this issue, bank unable to use bulk upload for processing monetary transactions
